[Oasfaa] Proposed policy revisions for Oklahoma's Promise

At their meeting last Thursday (September 8), the State Regents "posted"
the attached proposed policy revisions for the Oklahoma's Promise
program.  The attached agenda item includes some analysis of the
proposed policy revisions as well as the actual proposed policy
amendments.  No action was taken by the State Regents at the meeting.
The proposed policy revisions are now available for public review and
comment prior to possible action by the State Regents at a future
meeting.

 

The proposed policy revisions address several important changes for the
program:

 

*         Implementation of a new second family income check when the
Oklahoma's Promise student begins college.  The second family income
limit is set at $100,000 federal adjusted gross income.  This process
will start with the 2012 high school graduates and apply to each high
school graduating class thereafter.  As drafted, the second family
income check will be done only once when the student starts college.
The student/parents will be required to file a FAFSA which will be used
to verify adjusted gross income.  (amendments on pages 10-11; Section
610:25-23-5)

 

*         Implementation of the new statutory college GPA requirement
that will apply to Oklahoma's Promise college freshmen that start
college in fall 2012 and each entering freshmen class thereafter.  This
change does not apply to any Oklahoma's Promise students that graduated
high school prior to 2012.  The proposed policy changes describe how the
new GPA should be calculated.  (amendments on pages 11-12; Section
610:25-23-6)

 

*         Implementation of federal Satisfactory Academic Progress (SAP)
standards for all Oklahoma's Promise award recipients beginning with the
2012-13 academic year and each year thereafter.  The SAP standards will
apply to all OKPromise award recipients in 2012-13, not just incoming
freshmen.  (amendment on page 12;  Section 610:25-23-6)

 

*         Implementation of a new "Heroes Promise" benefit provided
through Oklahoma's Promise for children of U.S. military personnel
killed in the line of duty since January 1, 2000.  (amendments on pages
15-17; Section 610:25-23-9)

 

Please review these proposed policy changes carefully and let me know if
you have questions, concerns, suggestions, etc.  We also plan to discuss
the changes with the OASFAA board at their meeting this Friday,
September 16.
