[Oasfaa] Hire One users EAPP Updates

FYI:
All Schools using Higher One for refunds must update their E-App listing them as a third-party servicer.

Here is a statement from Higher One.

Higher One acknowledges and agrees that the contracted services provided to [insert school name] by Higher One constitute a third-party servicer relationship pursuant to the definition(s) as set forth in Section 34 C.F.R. § 668.2 of the Department of Education's Federal Register.  Higher One, acting as agent on behalf of [insert school name], disburses Department of Education Title IV Program ("Title IV") loan refunds to [insert school name] Title IV recipients.  All Title IV loan refunds, disbursed by Higher One on behalf of [insert school name], are delivered within the timelines dictated by all applicable laws, rules and regulations, including the Higher Education Act under Federal Cash Management Rules.

When you are completing the E-App you may need Higher One's complete address, which is:

New Haven, CT  06511-1968
