[Oasfaa] OKPromise bill passes House Floor yesterday

SB 529 passed the House floor yesterday by a vote of 87 yes, 3 no.  You can find the vote at http://webserver1.lsb.state.ok.us/cf/2017-18%20SUPPORT%20DOCUMENTS/votes/House/SB529_VOTES.HTM. Be aware that some of the discussion is not entirely factually precise.

The future options for the bill at this point are primarily two:

*       The Senate author, Sen. Jason Smalley, can request that the Senate accept House amendments and vote one more time on the Senate floor and then the bill would go to the Governor.  While the House did not change any of the actual text of SB 529 from the way it came over from the Senate, the House did restore the "title" and "emergency clause" of the bill which qualify as amendments that the Senate must approve.  These House amendments put the bill in a legal format could be sent to the Governor if approved in its current form by the Senate.

*       The Senate can also reject the House amendments and request that the bill go to a joint conference committee made up of both Senate and House members for further consideration.  This joint conference committee could make changes to the bill or approve it again in its current form.  If the conference committee agrees on a final version of the bill, the bill would be submitted to the Senate and House floors for a final vote.
