Essential Function

Responsible for overall direction and administration of the Oklahoma College Assistance Program. Provides leadership for the establishment of policies and practices through which all operational activities are carried out, for the development of strategies designed to promote long term growth and vitality of the division, and for maintaining and enhancing integration of the division with all of OSRHE. Establishes and directs overall organizational, managerial and accountability structures.

Responsibilities and Duties


*         Manages and directs the day-to-day operations of the Oklahoma College Assistance Program

*         Represents the division at national, regional and state conferences and in professional organizations; hearings before the Oklahoma State Legislature and presentations to institutions of higher education throughout the State system.

*         Serves as a member of the Chancellor for Higher Education's Executive Staff and as a member of Chancellor's Council.

*         Advises the Chancellor of industry, policy and procedural changes and assures ongoing compliance with federal, state and agency procedures, rules, regulations and statutes.

*         Participates in student advocacy programs throughout the state to assure Oklahoma students, parents, counselors and financial aid personnel are aware of program opportunities and academic and financial requirements for successfully accessing higher education in Oklahoma and globally.

*         Participates on state, regional and national ad hoc committees, workgroups and task forces as required, to assure appropriate representation from the Oklahoma student loan industry and college access community.

*         Responsible for recommending hiring, firing, advancement, promotion or other changes in assigned employee status.

*         Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree required. Ten (10) or more years of executive operational and managerial experience. Working knowledge of the student financial aid industry and its administrative regulations, policies and procedures. Strong analytical and decision making skills. Excellent verbal and written communication and organizational skills. Some travel required.

Preferred Qualifications

Master's degree desired.

Supervision

The employee performs work under the supervision of the Vice Chancellor for Budget and Finance, Information Technology, Telecommunications and OneNet.

Work Hours

Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees.

Physical Demands

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
