Following is an update on the Governor’s actions this week on bills passed by the Legislature last week.  The OKPromise bill, HB 3592, was signed by the Governor yesterday, May 10.  There are still a few bills on the list that are pending action by the Governor.

Appropriations

Senate Bill 1600 (Senator Kim David and Representative Kevin Wallace)  Appropriates $776,707,167 to the Oklahoma State Regents for Higher Education, which includes $7.5 million for concurrent enrollment. Total FY19 appropriations is $7,545,075,719, which represents a 10.92% increase from FY18 special session GA bill.

Agency Administration

House Bill 2911 (Representative Mickey Dollens and Representative Leslie Osborn and Adam Pugh) Creates the Work-based Learning Program coordinated by the Governor’s Council on Workforce and Economic Development to increase the number of registered apprenticeships and internship programs in the state to an aggregate of 20,000 by the end of 2020. Requires participating partners (State Department of Education, State Department of Career and Technology Education, and the State Regents for Higher Education) to provide time and expertise and to assist publishing an annual progress report showing each state agency's steps and accomplishments toward meeting statewide workforce goals.

Benefits for State Employees – Health & Retirement


House Bill 1340 (Representative Randy McDaniel and Senator Greg Treat) Puts out a one-time distribution of $1,000 to retired Oklahoma firefighters, police, justices and judges, Law enforcement, Teachers and public employees; requires all further distributions other than those defined by the provisions of respective retirement plans to be authorized by the legislature; makes all further such distributions be made no more frequently than once every 6 years.

Senate Joint Resolution 35 (Senator John Sparks and Speaker Charles McCall) Refers to a vote of the people for their approval or rejection the creation of the Revenue Replacement Endowment Fund to support the operation of state government. The fund would consist of annual deposits of at least five percent of the total collections of the gross production tax. The question would also create the Revenue Replacement Revolving Fund consisting of deposits from the endowment fund.

Oklahoma’s Promise
