[Oasfaa] Ed backs off some Cares guidance

They are still saying we can’t award international students but have backed off the Title IV eligibility requirement. Read and interpret it for yourself and keep in mind that they do say more guidance is coming. We don’t know when or what it will be. Good times in financial aid!
