[Oasfaa] Student Teacher Stipends

I have to admit the new announcement regarding Student Teacher stipends for this year fell off my radar over the summer. I'm realizing that a lot of our local schools start next week and the letter from the State Superintendent outlined that eligible students should receive their first amount at that time.
In re-reading the letter I understand it to read that the initial incentive is a "Student Teaching Incentive Scholarship" so I take that to mean we will apply it as a scholarship to pay to the student account. The second portion being a "completion stipend" seems it will be a check cut directly to the student if they submit the required documentation?
Can anyone let me know the processes they have in place for this? Am I understanding correctly that this first half should pay as a scholarship and count towards the students budget and need components? If so, I'm assuming I can get a list of the students our Education Dept submitted and go ahead and apply a scholarship to pay and when the check comes in the University will be reimbursed at that time?

Our CFO is very interested in the schools who seem to be advertising that they are using HEERF III funds to "wipe student debt." We've seen a few articles floating around with these claims, but I've told him I don't see any stretch of the imagination that would allow this using the STUDENT grant portion. Everything I've read continues to insist that a student must give permission for a school to apply the funds to their balance and must be notified of their right to receive a check. He continues to ask me to research how schools are doing this... my guess is that they are calling it lost revenue and using the institutional portion?? Would anyone else agree? I don't see that the student portion can be used in this "automatically wiping balances" manner, but am I missing anything other schools have found?

Last week, NASFAA published details of a new law-set to go into effect August 1, 2021-that includes several institutional disclosure requirements, some of which involve the financial aid office. NASFAA recently had the opportunity to engage with officials at the Veterans Administration (VA), which shed some light on how schools can comply or may already be complying with Section 1018 of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (Isakson/Roe). As a reminder, institutions who are not able to comply with the Section 1018 requirements prior to the effective date should submit a waiver application by August 1, 2021.

Danielle,
Our interpretation is that the school can utilize "school funds" to wipe student debt, not the student portion. To use the student portion of the HEERF III funds, the student must give consent. One of the uses listed for the HEERF III funds for the school is for payment of student debt.

Last week, NASFAA published details of a new law-set to go into effect August 1, 2021-that includes several institutional disclosure requirements, some of which involve the financial aid office. NASFAA recently had the opportunity to engage with officials at the Veterans Administration (VA), which shed some light on how schools can comply or may already be complying with Section 1018 of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (Isakson/Roe). As a reminder, institutions who are not able to comply with the Section 1018 requirements prior to the effective date should submit a waiver application by August 1, 2021.

The Financial Aid Advisor is responsible for receiving, evaluating, and verifying student data to award federal, state, institutional financial aid. Student eligibility is determined in compliance with local, state, and federal regulations, policies and procedures. A person in this position is responsible for advising students on matters of financial aid eligibility, and for providing necessary information regarding student financial assistance programs, and using professional judgment in considering individual student requests for special consideration, satisfactory academic progress, dependency overrides, and debt management issues. Financial Aid Advisors are responsible for the administration of a specific financial aid programs or services such as outreach programs, Oklahoma's Promise scholarship program, or Oklahoma Tuition Aid Grant program and other programs which warrant a specific assignment.

That's our interpretation was well, that only the institutional funds can be used.
The only way Student funds can be applied to the students bursar account is if the student gives the school written permission to do so.

Danielle,
Our interpretation is that the school can utilize "school funds" to wipe student debt, not the student portion. To use the student portion of the HEERF III funds, the student must give consent. One of the uses listed for the HEERF III funds for the school is for payment of student debt.

Our CFO is very interested in the schools who seem to be advertising that they are using HEERF III funds to "wipe student debt." We've seen a few articles floating around with these claims, but I've told him I don't see any stretch of the imagination that would allow this using the STUDENT grant portion. Everything I've read continues to insist that a student must give permission for a school to apply the funds to their balance and must be notified of their right to receive a check. He continues to ask me to research how schools are doing this... my guess is that they are calling it lost revenue and using the institutional portion?? Would anyone else agree? I don't see that the student portion can be used in this "automatically wiping balances" manner, but am I missing anything other schools have found?

Oklahoma City Community College has an opening for a Financial Aid Advisor.
The Financial Aid Advisor is responsible for receiving, evaluating, and verifying student data to award federal, state, institutional financial aid. Student eligibility is determined in compliance with local, state, and federal regulations, policies and procedures. A person in this position is responsible for advising students on matters of financial aid eligibility, and for providing necessary information regarding student financial assistance programs, and using professional judgment in considering individual student requests for special consideration, satisfactory academic progress, dependency overrides, and debt management issues. Financial Aid Advisors are responsible for the administration of a specific financial aid programs or services such as outreach programs, Oklahoma's Promise scholarship program, or Oklahoma Tuition Aid Grant program and other programs which warrant a specific assignment.

I hope everyone is doing well and ready for a successful 2021-2022 award year! It is hard to believe we are already at the end of July (where did the summer go???).
I wanted to remind everyone that the election for the 2021-2022 OASFAA board is now open. If your membership dues have been paid for the year, then you should have received the below link to vote. The election closes on August 2, so if you are the voting member don't forget to cast your vote! If you did not receive the link, that means your dues have lapsed!
