Hi all. Let me see if I can help with some additional info.
First - it hasn't been the intention to implement fees without providing
funding to the appropriated agencies. Agencies that operate on their own
fee-generated funds or entirely on federal funds probably would not be
provided appropriations to pay for these costs.
Second - we're still in the process of developing exactly how this will
work. Initial discussions (months ago) included the possibility of
including development costs in the fee structure. Current discussions
would be to only include costs of operating the system. Final basis for
the charges hasn't yet been determined.
Third - Much of what happens will depend on legislative action. We've
requested funding to cover software and development costs and as everyone
else is, we are waiting to see what unfolds this legislative session. Once
something is developed, you will all be notified, hopefully with enough
time to adequately prepare for whatever costs, if any, are involved for
your agency.

In connection with this same question what about agencies which are self
funding and do not get money from the state. Will all agencies be treated
the same in regard to these fees?
