The  CORE  Project  Team  is converting and installing the PeopleSoft Human
Resource Management System (HRMS) for the State of Oklahoma.  The effort to
accomplish  this  was  designed  to  be  implemented in a phased deployment
approach.   Group  1,  which  was  three  agencies, Office of the Governor,
Office  of  State Finance and the Office of Personnel Management, went live
in  July  and  has processed all of the payroll cycles.  Group 2, which was
over  40  agencies  serviced  by OPM and the Department of Central Services
went live in August and will have processed all payroll cycles by September
12th.

During  the  conversion  of  these  two groups, parallel processing and one
hundred  percent  (100%)  validation  of the data was performed between the
current  system  and  the populated PeopleSoft system to insure accuracy of
converted  data  and  application  processing.  Many issues surfaced during
this  process  including  payroll  handling  that was accommodations to the
employees,  payroll  periods  that were not standard and inequities between
the  current  Human  Resource  and  Payroll systems.  Because of the issues
discovered,  it  became apparent that one hundred percent (100%) validation
must  be  accomplished with the remaining Groups to provide accuracy of the
payroll  processing  and  adherence  to  State  statutes  and  policies  in
providing a common system for Oklahoma State Government.

Therefore,  we  will  be  delaying  the  conversion  and  validation of the
agencies designated in Group 3 to refine the validation process and provide
notification  to  the agencies of their requirements.  It will also provide
time  for  all  agencies  to  review  their unique or accommodating payroll
processes  and  make  any  internal  adjustments to insure that they are in
compliance  with  state  statutes  and  policies,  and  Federal  Laws.   By
delaying,  the  agencies  will  be  able  to  complete  the  annual benefit
enrollment with minimal interference.

Group  3 file conversions will be started in late September and their first
payroll  process  will be run in October.  This schedule change will impact
the  phased  deployment  schedule  for  the subsequent groups.  The revised
schedule  will  be  communicated  after  the conversion and installation of
Group 3.  No agencies will be converted in 2004 after Group 3.

A  meeting  will  be  held  on  September 9 for all the Group 3 agencies to
discuss the schedule, validation process and agency responsibilities.  Time
and location will be communicated to Group 3 later this week.
