Subject:          Updated Instructions for Receipt of CARES Act Funding


Following up on my e-mail from yesterday, Thursday, April 9 (Attachment 1), I wanted to let you know that the U.S. Department of Education (USDE) released guidance this afternoon to address issues that were discovered in submitting the required Certificate of Funding and Agreement via grants.gov.

According to the USDE website, “the earlier issues with grants.gov have been resolved and institutions should feel free to upload their Certificates of Agreement to grants.gov at their convenience. When filling out the Certificate of Agreement, please remember to enter the institution’s 50% direct-to-student allocation on the certificate, not the full 100% allocation. The availability of the remaining 50% of these funds will be announced soon.”

Attached please find a copy of the instructions for uploading your institution’s Certificate of Funding and Agreement, entitled “Instructions for Submitting the Recipient’s Funding Certification and Agreement and Application Forms” (Attachment 2) and a copy of procedures and tips on navigating grants.gov, entitled “Grants.gov Submission Procedures and Tips for Applicants” (Attachment 3).

When submitting your institution’s Certificate of Funding and Agreement, please note that the opportunity number is ED-GRANTS-041020-003.
