Good morning Presidents,

We have recently received instructions from legislative leadership that going forward, the Joint Committee on Pandemic Relief Funding prefers institutions submit their requests for ARPA funding individually rather than through a system-wide proposal. I know that this is a significant change in direction from previous discussions we have had with members of the Joint Committee, but the Joint Committee's process for evaluating requests for ARPA funding has evolved as they try to also juggle the current legislative session. They believe that receiving funding proposals directly from individual institutions will expedite the proposal evaluation process. We are working to determine what this means for the system-wide nursing proposal that was submitted in early January, although several institutions had already submitted nursing proposals in addition to the system-wide proposal.

With regard to the system-wide teacher education, online education, workforce development, campus infrastructure, and broadband proposals currently under development, we now encourage you to submit proposals directly through the online ARPA portal<https://okgov.force.com/ARPAIntake/s/?language=en_US> for needs in these areas. Our senior team is regrouping to consider any system-wide proposals that may still be submitted for ARPA funding.

Please note that the Joint Committee on Pandemic Relief Funding has set March 31, 2022, as the last day to submit ARPA funding proposals through the online portal for consideration. I know that next week is Spring Break for our institutions, which shortens the amount of time to work on your institution's individual ARPA proposals. As you work on institutional proposals for ARPA funding, I want to convey that we have received feedback from legislative leaders indicating that details regarding projected outcomes, especially in terms of additional student enrollment and graduates, are important to include.

I'm happy to serve as a resource as you work on your institution's funding proposals, provide the draft proposals created for the system, and respond to any questions that you may have regarding the proposal process established by the Joint Committee on Pandemic Relief Funding. I've attached a copy of the system-wide nursing proposal for your reference. I will also send the information I've compiled for the teacher education, online education and workforce development proposals as soon as possible.
