[Cobo] Quick Detail to CFI - GASB 68 Net Pension Liability Treatment

I wish I had though to address this in my earlier appeal, but thankfully one of our colleagues asked this crucial question:

The question was asked as to whether to include or omit the net pension liability from the reported unrestricted net position in the Viability and Primary Reserve Ratio calculations (relative to GASB 68). After working with a couple of my volunteers we decided to remove the net pension liability from the calculation series. My intent is be certain that all institutions apply the same methodology for maximum consistency and accuracy.
