[Cobo] State Regents' Institution Profile Update

Ladies and Gentlemen:

Beginning in the early summer of 2024 the State Regents began exploring options to expand and improve their access and understanding of institutional measurements and budget data, with the objective of gaining greater context and clarity on which to make important decisions. As discussion continued, one of the key tools suggested for development was a one page profile for each institution, providing Regents, institution officials and others with an at-a-glance reference to enrollment, outcome, and financial/budget information over a ten year timeline. Nearly all of the data fields in the profile are provided in other documents, except the elements comprising the Composite Financial Index (CFI). The profile offers greater convenience and serves to compliment, not replace, the other materials provided to our Regents. Your presidents were briefed in this process at the last Council of Presidents meeting and will continue to be updated going forward.

The Regents will be participating in a retreat on March 26, 2025, where the institution profiles will be discussed as to progress and to explore steps forward leading up to the critical May and June allocation, budget, tuition and fee decisions, as provided by statute. A few of you have kindly served as testers of my ability to complete the profile, particularly the CFI elements. I have concluded that my lack of hands-on experience and limited source documents, in some instances, will not provide an acceptable assurance of accuracy for every institution. My intention to populate the CFI elements remains, but I will need your assistance to provide the base values for the CFI ratios and, ultimately, the CFI. I am using the HLC online worksheet, which has been very helpful, as it calculates much of the intermediate and final values automatically.

I would like to provide the Regents with preliminary ("DRAFT") profiles for each institution at the retreat for discussion purposes only, subject to final adjustment from you and your teams. I am attaching a profile form with this message for your review. While I realize spring break is next week, if you have an opportunity to complete any of the CFI portion prior to March 26th, that will be most appreciated. The discussion at the retreat will be more about format and the use of the profile going forward, not on the specific data, but soon thereafter we will begin to incorporate the completed documents into their process along with other inputs, much of which is quite familiar to you.

My singular goal is to assemble accurate, meaningful information. I believe the State Regents are committed to trying new ways to approach budget-related issues with the objective of improving the process and, by extension, the system. Thank you for assisting our team in that effort.

I am attaching a blank HLC CFI worksheet and a blank draft institution profile template for your review. Again, any assistance with the CFI inputs is greatly appreciated. Please provide any CFI by the end of business on March 24th, if possible.
