[D2l-alert] D2L might not be accessible off-campus

The app1 server was giving the 500 error.  D2L service manager was running
as well as sub services.  Still investigating the issue.  App2 and App3 are
ok.  I restarted the D2L service manager and the website on App1 came back
online.  All three App servers are currently online.
