[Lender] ED virtual workgroup for 799 process redesign

FYI, listed below is a link to information regarding an ED "virtual
workgroup" whose objective is to redesign the lender interest & special
allowance payment process.  As discussed previously at OLAC, ED plans on
mirroring and enhancing the approach it took when they re-vamped the
guarantor payment process (known as the Form 2000 project).  The result of
that redesign was the ability for guarantors to bill ED for reinsurance via
File Transfer Protocol (FTP) or directly on an ED hosted website all
utilizing a much improved and simpler invoice type format.  Hopefully, this
project will be as successful.  Information on how to sign up for the
