[MainstreetManagers] Public posting of board mtg

[Main Street Enid - Kelly Tompkins]

We do have to follow Open Meetings Act, which includes a lot more (see
attached) but we don't do that for individual committees. We WOULD have
to do that for individual committees if they include a quorum of board
members. But we make sure they don't so we don't have to do all of this
for those meetings also. :)
