You are reading it correctly.  Most retail, all restaurants and hotels are essential and have been able to be open this entire time per the Governor’s orders, but there may have been local restrictions.  Restaurants are stilling doing delivery and pick up until April 30.  Restaurant dining rooms can open May 1 with restrictions.  There are guidelines on the website.

If you click on the OURS Plan questions tab there is a bold red print that states  Essential businesses including retail establishments<https://www.okcommerce.noclick_gov/wp-content/uploads/Oklahoma-Essential-Industries-List.pdf> are allowed to open with appropriate sanitization and social distancing procedures in place.   It shows all essential business but it includes Restaurants, Retail and Hospitality. Am I reading into this incorrectly?

I came across that statement in some information I was reading yesterday but can not recall where I found it. I thought it was in the OURS plan but I am not finding it.
