[MainstreetManagers] Small business reopening date?

[Tahlequah Main Street Association]

If you click on the OURS Plan questions tab there is a bold red print that
states  *Essential businesses including retail establishments
<https://www.okcommerce.gov/wp-content/uploads/Oklahoma-Essential-Industries-List.pdf>
are
allowed to open with appropriate sanitization and social distancing
procedures in place.*   It shows all essential business but it includes
Restaurants, Retail and Hospitality. Am I reading into this incorrectly?
