Yes, we receive funding from the city via annual contract, so we are subject to open meetings but from my understanding not all programs that receive funding from their cities are required to adhere to the Open Meetings Act. I believe that it is depends on how your contract is done at the local level. Is that correct, Kelli? I have been told from other directors that if they are paid as a vendor with the city that they are not subject to it the same way.

So they said because you receive city funds you are subject to this?

I was always told we weren’t but followed just to be safe…just a blind person trying to field her way thru lol

I have also never listed meetings with the Secretary of State website and wasn’t aware this was something that we needed to do annually.

I had issues during registration due to not being listed as an existing public body, so I called them and they had to add our organization into their platform. I have included the additional information that was sent to me below and attached a manual to help everyone with the registration process.

The Secretary of State has launched a new open meetings website, which allows public bodies to create their own accounts, post and cancel their own meetings, agendas, and meeting minutes.  For any new users, please visit  https://openmeetings.ok.gov/ords/r/oma/omadev/login and select “Account Request” to register your account and submit your meeting notices directly to the website.

Posting directly to the Secretary of State’s website eliminates the need to prepare and submit notices to our office via email or mail.  This is beneficial to both the public body and the Secretary of State in reducing duplication of work.

Step-by-step directions for using the new system have been attached to this email.

Board meetings and any executive sessions.  Committee meetings don’t need to be listed as their activity will be recorded in the board meeting.

Since we have a lot of new directors I hust wanted to put a friendly reminder out to you all that if your Main Street program is subject to the Open Meetings Act, you have to list your meetings in advance of the coming year (2026).  The deadline to have all meetings listed with the Secretary of State is Monday, December 15th, 2025.

You will then go to meeting notices. At the top right hand corner is the log in. If you don’t have an account you will need to create one.

Once logged in you should see a create/add line on the left hand side. From there you will add your meetings for the next year. Include date, time and place of meetings.
