As you are aware, the State Regents approved revisions to the 3.17 Residence Status of Enrolled Students policy at their April 22nd meeting.  Included in the adopted revisions, is changing the name of the policy to In-State/Out-of-State Status of Enrolled Students.  Once the Chancellor has signed the letter and the enclosed policy, this information they will be sent to the OACRAO listserv.

It is important to note that the implementation date for the revised policy is Fall 2011.  However, institutions may implement the policy early as approved by the Chancellor (The President requests approval and provides implementation date/Chancellor responds with an official letter). We will track which institutions will implement the policy early and when they plan to implement it.

The framework for the policy revision consisted of the following areas of concern:

*                In-state:  No conditions based upon substantial evidence related to domicile - access to state and federal scholarships.
*                Out-of-state tuition waiver:  exists in current policy - was recommended for more emphasis on this policy.
*                Out-of-state:  No in-state postsecondary benefits.
*                Military Personnel:  Significant changes allowing members of the armed forces and their spouse and dependents were added as recommended by the presidents and approved by the State Regents.

An important component of the policy implementation includes the development of detailed guidance including recommended documentation and Frequently Asked Questions that will be included in the Academic Affairs Policy Handbook.  A Council on Instruction Committee and members of OACRAO will begin on this document soon.  Further information regarding this process will be provided as available via the OACRAO.
