We do the same thing.  We place the hold before they can enroll for the
following semester and before they can receive any transcripts.

Good Morning Rick and other colleagues!

 

We don't really penalize although our application indicates there is a
penalty.  We list the additional transcript in tracking and put the
student on a hard hold if they do not have all official transcripts
submitted to our office after one semester of enrollment.
