[Oacrao-l] Department of Defense Tuition Assistance MOU

Dear Members:

 

As many of you are aware, the Department of Defense (DoD) instituted a new requirement that all institutions participating in the DoD Military Tuition Assistance (TA) program must have a memorandum of understanding (MOU) with the DoD.  The policy was published in the DoD Instruction 1322.25, Subject: Voluntary Education dated 15 March 2011.  As stated by the DoD, the requirement to have a signed MOU becomes effective 1 January 2012.  Schools wishing to participate in the DoD Military TA program must have a signed MOU on record with the DoD by this date in order to participate. 

 

Although the DoD MOU describes the TA program requirements for educational institutions pertaining to one single tuition rate for all service members regardless of service component and administration of tuition and fees [among others], the Oklahoma State Regents for Higher Education (OSRHE) have a policies that describe the parameters in which Oklahoma State System must work within.  It is important to note the OSRHE policies will not be revised to mirror the DoD TA MOU language or requirements.

 

As indicated in a letter dated 20 October 2011 from the DoD [attached], the DoD may authorize amending standard language of the DoD Voluntary Education Partnership MOU on a case-by-case basis to the extent permissible by Federal law or regulation for those institutions that may have a conflict with a state law or regulation.  Please refer to the attachment for the detailed process by which institutions can request a review/change.
