[Oacrao-l] cutoff date for enrollment

Add classes for standard 16-wk class:      through Friday the first week of class

Drop classes for standard 16-wk class:    through Friday of second week of class

Shorter term classes have abbreviated time period comparable to the above.

We made this change last year and will be analyzing this year and last year to determine if we want to take an approach like Rick Edgington at Northern.
