Marilyn,
We require TOEFL from all International students for whom English was not the primary language of instruction.  Puerto Rico is a different situation, it is a US protectorate and we would not require the TOEFL.  All that being said, while we require the TOEFL of other international students, we utilize COMPASS-ESL for course placement.  TOEFL is not beneficial for math placement.  We also prefer the COMPASS-ESL E-Write for placement into Comp I.
