[Oasfaa] 2017-18 Verification Guidance

A Dear Colleague letter was posted giving additional guidance for 2017-18 Verification. The V6 group will disappear into the abyss to join V2 and V3 that went before them. There are some other good tidbits of info in the letter as well, so happy reading!
