[Oasfaa] HEERF Funds and Student Debt

Our CFO is very interested in the schools who seem to be advertising that they are using HEERF III funds to "wipe student debt." We've seen a few articles floating around with these claims, but I've told him I don't see any stretch of the imagination that would allow this using the STUDENT grant portion. Everything I've read continues to insist that a student must give permission for a school to apply the funds to their balance and must be notified of their right to receive a check. He continues to ask me to research how schools are doing this... my guess is that they are calling it lost revenue and using the institutional portion?? Would anyone else agree? I don't see that the student portion can be used in this "automatically wiping balances" manner, but am I missing anything other schools have found?

Last week, NASFAA published details of a new law-set to go into effect August 1, 2021-that includes several institutional disclosure requirements, some of which involve the financial aid office. NASFAA recently had the opportunity to engage with officials at the Veterans Administration (VA), which shed some light on how schools can comply or may already be complying with Section 1018 of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (Isakson/Roe). As a reminder, institutions who are not able to comply with the Section 1018 requirements prior to the effective date should submit a waiver application by August 1, 2021.

Oklahoma City Community College has an opening for a Financial Aid Advisor.

The Financial Aid Advisor is responsible for receiving, evaluating, and verifying student data to award federal, state, institutional financial aid. Student eligibility is determined in compliance with local, state, and federal regulations, policies and procedures. A person in this position is responsible for advising students on matters of financial aid eligibility, and for providing necessary information regarding student financial assistance programs, and using professional judgment in considering individual student requests for special consideration, satisfactory academic progress, dependency overrides, and debt management issues. Financial Aid Advisors are responsible for the administration of a specific financial aid programs or services such as outreach programs, Oklahoma's Promise scholarship program, or Oklahoma Tuition Aid Grant program and other programs which warrant a specific assignment.
