Requirements

*         Master's degree in a related discipline with evidence of graduate-level training in data science, quantitative methods, statistics, data analytics, data visualization, qualitative methods, etc.

*         Five years of full-time employment experience working in data science-related jobs

*         At least two years of full-time employment within a higher education institution working with institutional effectiveness, institutional research, or other decision support areas desired

*         Familiarity with Ellucian Banner or similar Oracle data base experience desired

*         Familiarity with Evisions Argos, SQL, or similar enterprise reporting software experience desired

*         Supervisory experience desired
This position is Security Sensitive.  Therefore, candidates will be subject to a criminal background check.
Job Purpose
Seeking someone with strong data science skills (analytics, data visualization, dashboard/report generation) along with solid communication, interpersonal, and leadership skills to lead Collin College's on-going assessment of instructional programs and support services; support the strategic planning process; and provide leadership in designing analytics and data visualizations to effectively support institutional effectiveness, strategic planning, and other College priorities. Supervises the Institutional Effectiveness Data Coordinator.

 Essential Duties & Responsibilities
*         Design, produce, and maintain analytical reports, dashboards, and data visualizations to facilitate the analysis, interpretation, monitoring, and assessment of information in support of institutional effectiveness, strategic planning, and the development of new programs, services, and initiatives.
*         Work effectively with administrators and faculty to manage and facilitate efficient planning, assessment, analysis, and reporting activities and processes related to institutional effectiveness, and keep the activities and processes focused on student outcomes and continuous improvement.
*         Initiate, as necessary, and lead the development of quantitative and qualitative data collection and analyses in support of on-going institutional effectiveness efforts.
*         Plan, organize, and conduct meetings, seminars, and training for faculty, staff, and administrators related to assessment and institutional effectiveness.
*         Collaborate with instructional and support units to develop methodologies that are effective in assessing student learning strategies, learning support, and learning outcomes.
*         Support efforts of the Associate Vice President for Institutional Research to facilitate and manage effective planning processes within the College, and provide regular updates on the College's strategic plan performance indicators and institutional effectiveness findings and outcomes.
*         Work with the Associate Vice President of Institutional Research and the Program Review Steering Committee to build and maintain a searchable archive of College planning and institutional effectiveness documentation.
*         Ensure that projects and reports meet deadlines and client specifications.
*         Supervise and mentor the Institutional Effectiveness Data Coordinator.
*         Actively engage in professional development activities to ensure professional currency and add value to the role within the College. This may require occasional travel.
*         Perform other duties as assigned.

 Knowledge, Skills & Abilities
*         Demonstrated ability to process and analyze data using SPSS, SAS, R, Python, Power BI, IBM Watson Analytics, Google Analytics, NVivo, or similar analytic software tools
*         Demonstrated ability to create compelling data visualizations and dashboards to help clients gain understanding and insight from data using Tableau, QlikView, D3, Processing, R, Power BI, IBM Watson Analytics, Google Analytics,  or similar data visualization software tools
*         Demonstrated ability to effectively use software tools such as SQL or Argos to query and extract data from large data bases such as Oracle
*         Ability to use survey software tools such as Snap Surveys or Qualtrics
*         Knowledge of and experience with survey research including questionnaire design, sampling methods, and project planning
*         Knowledge of Ellucian Banner or similar ERP
*         Knowledge of Microsoft Office suite
*         Demonstrated ability to prepare effective and professional reports for a variety of clients
*         Knowledge of accreditation processes
*         Time management skills
*         Effective oral and written communication and presentation skills
*         Problem solving and critical thinking skills
*         Organizational skills
*         Ability to effectively interact with external organizations
*         Ability to work independently and take initiative

 Physical Demands & Working Conditions:
*         Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
