[Okgrantsmanship] Responsible Conduct of Research Training

Dear Vice Presidents and Sponsored Programs Directors, 

 

The Responsible Conduct of Research Training subcommittee of the OSRHE
Grant Advisory Committee (Greg Wilson UCO, Lori Gwyn SWOSU, Tom Jackson
NSU, and Ann Nalley CU) met on June 13 to formalize the OSRHE role in
RCR Training for Oklahoma higher education. We have concluded that there
are two options for all higher education institutions in Oklahoma to
meet the NIH and NSF requirement for Responsible Conduct of Research
training for students and postdoctoral researchers on their campuses.
(See the attached documents: NIH UPDATE ON THE REQUIREMENT FOR
INSTRUCTION IN THE RESPONSIBLE CONDUCT OF RESEARCH and NSF RESPONSIBLE
CONDUCT OF RESEARCH TRAINING REQUIREMENT). The options are the
following:

(1)    Participate in the OSRHE training at no cost to the institution,
except transportation and food for students to Oklahoma City. 

(2)    Create a campus-based program on your own to meet the
requirements set out by NIH and NSF. (Consultation will be available
from OSRHE.)

It will not be acceptable for you to continue to function with NSF
grants or NIH grants (including the INBRE program grants) without
providing training for all your graduate students, undergraduate
students and post doctoral fellows who benefit from these grants. We
believe that this training is of high value in all degrees. We further
believe that more federal research agencies will require such training. 

 

OSRHE TRAINING

 

To initiate the initiative of helping all campuses be in compliance for
required RCR training, and in effect helping campuses obtain more grants
for research and development, the Oklahoma State Regents will provide
training for campuses once each semester (Fall and Spring) at no extra
cost to the campuses (except student travel and food) with no limit of
the number of students involved. Those campuses who have confirmed that
they will be part of this training event include:

Tulsa Community College - tentatively yes

Redlands Community College - tentatively yes

Cameron University - yes

University of Central Oklahoma - yes

 

If you are planning to take part in the OSRHE offered training, please
let me know before September 15, 2011. Please designate a contact person
responsible for the records of the student participants in the OSRHE
training. It is expected that each campus that participates in the
training will provide a follow-up series of custom tailored sessions on
the campus led by the participating students' researcher mentor faculty
member(s). I will work with each of the faculty members to help plan
such follow-up sessions if you wish. We will need to communicate before
the training. Students will be enrolled by a contact person on the
campus by a deadline date to be announced. Each session will be limited
to 25 students, so there may be several days of training depending on
the number of students to be enrolled. Faculty will be encouraged to
attend, also.

 

Curriculum

 

Resources used are from university websites of project materials funded
by NSF and NIH for resource development for Responsible Conduct of
Research. The curriculum will include 7.5 hours (9:00 am to 4:30 pm) of
training focused on ethical decision-making units organized around the
following subjects:

(1)    Research Misconduct,

(2)    Human and Animal Research, 

(3)    Data Management, 

(4)    Conflict of Interest, 

(5)    Collaboration, 

(6)    Mentoring, 

(7)    Authorship, 

(8)    Peer Review and 

(9)    Oklahoma Ethics Commission. 

(You may have a copy of the curriculum on request.) 

 

Methodology

 

(1)   Students will be given homework to read the ethical standards of
their disciplines in advance of the training workshop. 

(2)   A short review of the standards will be provided at the beginning
of the workshop. 

(3)   All units will involve discussions of case studies, taken from
free resources provided by NSF and NIH. Some case material will be in
written form, some will be videotape, and some will be in role play
sessions. All case studies will include the same discussion questions
for all students. All students will be encouraged to participate, and
records will be kept of student participation to ensure total
involvement.

(4)   Experiential discussions about ethical decision making will be
provided by some faculty members and a representative of the Oklahoma
Ethics Commission.
