[Okgrantsmanship] Question about fringe in proposal budgets

Colleagues,
I have been asked a question about proposal development among the public colleges and universities. The question is related to budget development around salaries and wages.
There are a couple of ways to develop proposal budgets that include existing personnel: 1) you list the salary and actual fringe rate for each salary or wage line, or 2) you use a standard fringe rate, such as 35% or 50% for each salary, regardless of what the actual fringe is calculated to be. Will you please tell me which method you use?
OSRHE uses actual fringe rates.
