[Okgrantsmanship] Question about fringe in proposal budgets

Linda,

Northeastern State University uses an estimate fringe since on some awards
we do not have a person to fill the vacancy at the time the proposal is
written.  We have an estimate fringe for full-time, part-time, and student
workers both summer rate and academic year rate.
