Assistive Technology Act National Activities: State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site
Section 6 of the Assistive Technology Act of 1998, as amended (AT Act) authorizes the Department of Health and Human Services, Administration for Community Living (ACL) to fund programs to support National Activities. ACL announces one discretionary grant competition for State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site under section 6(b) of the AT Act, to fund a cooperative agreement to provide training and technical assistance to support the entities authorized under section 4 of the AT Act and entities not funded under the AT Act to improve the effectiveness of activities supported under the AT Act, including an assistive technology (AT) Internet site to provide to the public comprehensive, up-to-date information on resources related to AT and programs funded under the AT Act. ACL takes this action to assist the entities funded under the AT Act to administer and manage their programs in order to improve their performance, to provide information to the public, and to increase access to and acquisition of AT devices and services for individuals with disabilities across the lifespan.

Assistive Technology Alternative Financing Program
The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, an insurance program, or additional activities that result in the acquisition of AT devices. Applicants for these grants are required to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. Applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

OVW Fiscal Year 2022 Training and Technical Assistance Initiative Solicitation
This program is authorized by 34 U.S.C. 12291(b)(11). The primary purpose of the OVW Training and Technical Assistance Initiative (TA Initiative) (CFDA 16.526) is to provide direct training and technical assistance to existing and potential OVW recipients and subrecipients to enhance their efforts to successfully implement projects supported by OVW grant funds. OVW's TA Initiative is designed to strengthen and build the capacity of civil and criminal justice system professionals and victim service providers across the nation to respond effectively to domestic violence, dating violence, sexual assault, and stalking and foster partnerships among organizations that have not traditionally worked together to address these crimes.

OJJDP FY 2022 Strengthening ICAC Technological Investigative Capacity
OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. This solicitation provides funding for applicant organizations to increase the technological investigative capacity of Internet Crimes Against Children (ICAC) task forces and their affiliates as well as related state, tribal, and local law enforcement and prosecutorial agencies through training and the development and/or enhancement of widely used investigative tools, methods, and technologies that address child sexual abuse material (CSAM) and online child exploitation.

Strengthening Community Colleges Training Grants
This Funding Opportunity Announcement (FOA) solicits applications for the second round of Strengthening Community Colleges Training Grants (or SCC2). For the purposes of this FOA, this training initiative has two parts: the standard program grants will be referred to as SCC2 Program Grants and the additional evaluation funds will be referred to as Additional SCC2 Evaluation Funding. The purpose of this program is to address two inter-related needs: 1) to increase the capacity and responsiveness of community colleges to address identified equity gaps, and 2) to meet the skill development needs of employers in in-demand industries and career pathways, as well as the skill development needs of underserved and underrepresented workers. Ultimately, these grants should build the capacity of community colleges to address identified equity gaps and meet the skill development needs of employers in in-demand industries and career pathways leading to quality jobs. These efforts will yield sustainable systems-level changes in education and training through collaboration between community colleges, employers and the public workforce development system that align education and training, work experiences, and industry-recognized credentials that lead to career growth.

Spectrum Innovation Initiative: National Radio Dynamic Zones
The electromagnetic spectrum is an essential resource for many sectors of society and the economy. Commercial applications (e.g., wireless communication, navigation, and telemetry) compete for spectrum access with scientific activities (e.g., radio astronomy, earth observation, geospace sciences, and polar research) and other vital spectrum-dependent services (e.g., air traffic control). Ongoing technological progress has created a situation where each application, activity, and service seeks additional spectrum access. Potential benefits from additional spectrum access include faster communications, new astronomical and scientific discoveries, more energy-efficient cities, increased highway capacity and safety, and more accurate weather predictions. Achieving these benefits calls for increased use of dynamic spectrum sharing - ways to enable diverse spectrum users to safely operate closer together in space or frequency or to trade spectrum access more rapidly than is possible with traditional spectrum management approaches. The goal of this Spectrum Innovation Initiative: National Radio Dynamic Zones (SII-NRDZ) program is to advance the use of dynamic spectrum sharing.

Geobiology and Low-Temperature Geochemistry (GG)
The Geobiology and Low-Temperature Geochemistry Program supports research on geochemical processes in terrestrial Earth's surface systems, as well as the interaction of geochemical and biological processes. Proposals may address field, laboratory, theoretical, or modeling studies of these processes and related mechanisms at all spatial and temporal scales. The Geobiology and Low-Temperature Geochemistry Program is interested in supporting transformational and cutting-edge research. The Program also supports the development of geochemical proxies and analytical techniques. The Program is highly interdisciplinary and interfaces with other programs within the Geosciences Directorate, and with programs across NSF, including in biology, chemistry, and engineering.

NEI Regenerative Medicine Clinical Trial Planning Grant (R34 - Clinical Trials Not Allowed)
The National Eye Institute (NEI) Audacious Goal Initiative (AGI) is an effort to push the boundaries of vision science and restore vision through regeneration of cells in the retina. AGI research specifically targets photoreceptors (PRCs) and retinal ganglion cells (RGCs) in the eye. Photoreceptors often called rods and cones are cells in the retina that, when stimulated by light, generate signals the brain perceives as images. The retinal ganglion cells carry these signals from the photoreceptors to the brain. Although there has been some success in regenerating retinal neurons and connections in fish, mice, and other systems, the ultimate goal of the AGI is to restore vision in humans.

NEI Clinical Research Study Planning Grant Program (R34 Clinical Trial Not Allowed)
The National Eye Institute (NEI) supports large-scale clinical vision research projects, including randomized clinical trials and epidemiologic studies. At the time of submission, applications requesting support for these activities are expected to provide detailed information regarding the study rationale, design, analytic techniques, protocols and procedures, facilities and environment, organizational structure, and collaborative arrangements. This information is best conveyed in a well-documented Manual of Procedures (MOP), the development of which represents a costly and time-consuming activity. This FOA is designed to facilitate activities central to the refinement of a study protocol and procedures and the development of a detailed MOP. The NEI Clinical Study Planning Grant may be used to support the development of a MOP, as well as to conduct preliminary studies to refine study procedures or document recruitment potential. The grant must not be used to generate data on the effects of a proposed intervention. This NEI FOA is applicable to both epidemiologic and clinical trial research studies.

National Partnerships to Address Prenatal Alcohol and Other Substance Use and Fetal Alcohol Spectrum Disorders
CDC proposes to allocate funds to implement Notice of Funding Opportunity (NOFO) DD22-2201, Addressing Fetal Alcohol Spectrum Disorders through National Partnerships. The project period will be four years, with 4 12-month budget periods and an anticipated project start date of September 30, 2022. The purpose of this NOFO is to promote the prevention of FASDs and the early identification and management of infants and children with FASDs through a collaborative framework of national partner organizations. Strategic areas of focus may include training clinical, public health, or community-based organizations serving populations of reproductive age, including pregnant people, as well as those serving children and families about prenatal alcohol and other substance use, screening and brief intervention for alcohol and other substances, and identification and management of children living with FASDs; developing and disseminating evidence-based recommendations and messaging nationally, regionally, and through health systems and other networks to prevent or reduce alcohol and other substance use among people who are pregnant or might be pregnant as well as to promote early identification and management of children living with FASDs; developing and fostering or participating in a champions network to galvanize support for and share messaging and resources about prevention of FASDs and early identification and management of children living with FASDs; building community, state, and local capacity to link clinical and public health partners to reach affected populations with effective programs and practices; coordinating efforts across projects to ensure consistent information and resources are being used; and evaluating the effectiveness of program strategies.

Limited Competition: Small Grant Program for NIAMS K01, K08, K23, and K25 Recipients (R03) (Clinical Trials Not Allowed)
The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) announces a program that provides NIAMS-supported K01, K08, K23, and K25 recipients the opportunity to apply for Small Grant (R03) support at an appropriate point during the second to fourth year of their K award. Through the use of this mechanism, which allows up to $100,000 direct costs for the entire project period of up to two years, the NIAMS is seeking to enhance the capability of its scientists to conduct research as they complete their transition to fully independent investigator status. The R03 grant mechanism supports different types of projects, including pilot and feasibility studies; secondary analysis of existing data; small, self-contained research projects; development of research methodology; and development of new research technology. The R03 is, therefore, intended to support research projects that can be carried out in a short period of time with limited resources and that provide support, in addition to the career development award, for a subsequent R01, or equivalent, application. Clinical trials of any phase will not be supported by this FOA.

National Centers for Translational Research in Reproduction and Infertility (NCTRI) (P50) (Clinical Trial Optional)
The purpose of this FOA is to announce the re-competition of the National Centers for Translational Research in Reproduction and Infertility (NCTRI). Technology Development Research for Establishing Feasibility and Proof of Concept (R21 - Clinical Trial Not Allowed)
This initiative will support exploratory research leading to the development of innovative technologies for biomedical research. The program will recognize and reward high risk approaches with potential for significant impact. Projects should entail a high degree of risk or novelty, which will be offset by a correspondingly high potential impact. However, the possible impact is likely to be far off. Application of the proposed technology to specific biomedical questions is considered beyond the scope of the program, should not be included, and would not be funded. The goal of this FOA is to support proof of concept studies for feasibility and exploratory technology development. Feasibility must not have already been established in the literature or with preliminary data. Published data can be used to establish the current state of the art but cannot forecast or predict project outcomes. Preliminary data for any purpose might appear to forecast the likelihood of success. Therefore, no unpublished data is allowed. While unpublished data are not permitted, references and data from widely available preprints that have a Digital Object Identifier (DOI) are acceptable.

Understanding Suicide Risk and Protective Factors among Black Youth (R01 Clinical Trial Not Allowed)
Proposed as a priority under the Suicide Prevention Transformational Project Strategic Plan, this funding opportunity is aligned with NIMHs commitment to support research that builds on existing efforts to understand and prevent youth suicide, especially for groups at elevated risk. Avenir Award Program for Chemistry and Pharmacology of Substance Use Disorders (DP1- Clinical Trial Not Allowed)
The goal of this FOA is to attract outstanding early-stage investigators to the field of chemistry and pharmacology of substance used disorders. The award will support those in an early stage of their career who may lack the preliminary data required for an R01 grant, but who propose high impact research and who show promise of being tomorrow's leaders in the field. The objective of the Cybersecurity Innovation for Cyberinfrastructure (CICI) program is to develop, deploy and integrate solutions that benefit the broader scientific community by securing science data, workflows, and infrastructure.
