[COPLAC-IR] size and reporting lines of the COPLAC IR staffs

At the University of Minnesota, Morris, we have 1 FTE in IR, reporting to
the Vice Chancellor for Academic Affairs, and about 20% of the position
includes coordination of course catalog publication every other year.
