[Counselors] Pre-enrollment and schedule changes

We are a small school of 400.  We have begun pre-enrollment for next year
and will be doing so for the next month or so.  We allow students to change
their class selections until summer and the master schedule starts being
developed.  Once school starts, we have an open window of about 2 weeks
that they can change their schedules for a $25 schedule change fee.  After
that, they can change only if it is teacher recommended, i.e. the student
was placed in the wrong course (Pre-AP/AP instead of regular and they are
over their head).  We do not allow a schedule change to take place to be
with friends or to be with a specific teacher.
