I asked our Director of the Office of Global Affairs for his input, and here was his response (hope it helps!):

For the second question, if they cannot get a visa appointment in time, they will not be able to come-and this seems to be the trend.  Yes, if the university has online classes, there is no problem as long as they are not in the country and if the university has online classes, of course.   If the university wants to allow them to come about within 30 days, they can do that.  In our case, if they are going to be late but have a visa, we would require them to be enrolled beforehand as well as  get the permission of the faculty.    It's important to note that only after they get the visa do the students normally make airline reservations-so that delays the process as well.

The question you proposed specifically addresses whether students can start the class online and then continue the same after they come. Again, yes, possible but only if they somehow can be reenrolled in a face to face class after they arrive.   That would be very challenging logistically. But if the faculty, registrar, Bursar and International office can work that out, it's possible.

If they are coming after the official start date ( in our case, August 17),  they need an extension letter from the International Office or they could get turned away by CBP.

Hi Chelsea,

I haven't had the first issue come up. For the second issue I have advised a few students that if they are not able to have an interview and obtain a visa by the start date, we can defer their attendance to the following semester. We are also planning for in-person classes again beginning in Fall. I don't believe they would be allowed to begin their studies online. I also think the last guidance I saw said that new students could not start their program from a distance. Hopefully this helps.

Hello OACRAO!

I have a couple of questions for those of you that deal with international students on F1 visas in relation to the COVID-19 pandemic.

First, for admissions we require their immunization records. We've had a student contact us saying that their home country is in lockdown and they do not have access to their immunization records at this time. Have you had this come up and if so, how are you handling it?

Second issue is for our incoming international students (initial status SEVIS record). Several of them are not able to get their visa appointment scheduled until after our fall start date. We are still planning to resume in-person study in the fall and I've been asked if there is any option for them to study online until they get their visa and can make it here for in-person classes. But, I've also been told that there is a chance they may not get their visa when they go to their appointment after the start date and/or they may not be allowed entry by CBP after the start date.  If you've had this come up, what kind of advise are you giving these students?
