BURSAR

The University of Kansas Lawrence Comptroller's Office invites applications
for the position of Bursar.  The Campus has 26,000 students and 4,000
faculty and staff in Lawrence, a diverse community of 80,000 set in the
rolling hills of northeast Kansas, 40 minutes west of Kansas City and 25
minutes east of Topeka, the state capital.

The Lawrence campus has a FY 2001 operating budget of $336 million:  $218
million in general use funds, $76 million in restricted use funds, and $42
million in service clearing and auxiliary use funds.

The University is governed by the Kansas Board of Regents and is a member of
the Association of American Universities and is a Carnegie Research I
university.  The University of Kansas is accredited by the North Central
Association of Colleges and Schools.

DESCRIPTION OF DUTIES
This is an administrative management, FLSA exempt position in the
Comptroller's Office.  The Bursar reports to the Associate Comptroller and
manages the General Accounting Office.  This position is responsible for the
receipt of and the accounting for all funds received by the University.
This position includes the following duties:
1.    Manages the collection of receivables, fees, and the receipt of
funds from miscellaneous sources via the University's centralized
billing/receivable system (BRS), accounting for all receipts through the
University accounting system (PeopleSoft).  Manages the university
cashiering function and maintains proper internal controls to ensure the
integrity of the receipt and refunding activities.  
2.    Participates in system development and maintenance of the Receipts
System, the Billings and Receivables System (BRS) and PeopleSoft Student
Admin. System.
3.    Must communicate effectively with students, parents, the University
community, and state and federal offices. 
4.    Must interpret and apply federal and state laws, guidelines and
policies as they relate to the functions of the Bursar's area. Develop and
recommend policies and procedures for the Bursar's Office as well as for the
University. 
5.    Manages the scholarships and sponsorships of students from outside
agencies. 
6.    Coordinates the State of Kansas setoff hearings and meetings
7.    Represents the Comptroller's Office by participating on various
university committees and attending regional and national workshops and
conventions.

REQUIRED QUALIFICATIONS
*    Bachelors degree
*    Good written and oral communication skills
*    A strong accounting background demonstrated by both education and at
least three years work experience 
*    Strong computer experience in financial accounting systems and/or
student record systems
*    Supervisory and management experience
*    
*    PREFERRED QUALIFICATIONS
*    
*    Master's degree in business accounting or other related field
*    CPA certificate
*    Knowledge of university and state regulations
*    Experience in planning, implementing, upgrading and reporting within
a large client server system
*    Experience with PeopleSoft Financials and/or PeopleSoft Human
Resources and Student Administration
*    Experience managing a cashiering function


TERMS OF APPOINTMENT

The position will be filled as soon as possible.  This is a 12-month
continuing appointment subject to review and reappointment.   The salary
will be commensurate with the responsibilities and experience with the
starting range from $43,500 - $48,500.
