[Oasfaa] Guarantee Fee Waiver Clarification

OGSLP has received a few phone calls requesting clarification as to which
loans qualify for the 1% guarantee fee waiver.  Therefore, we wanted to
provide the following information to make sure all clients were aware of the
criteria which will be used.

The 1% guarantee fee will be waived for any loan with a first disbursement
date on or after 7-1-01.
