[Cobo] DCS Building and Land Survey

After some discussion, it is still not clear what all the data generated
from the DCS survey will be used for.  As such, it probably  better to
be inclusive as opposed to exclusive in the responses.
 
Therefore, all buildings and land should be included in your responses
regardless of origin or current use.  If you wish to note particular
aspects, such as purchased with non state funds,  then feel free to do
so.
