Please see the communication below that was shared with your Presidents this morning.  Each of the listed institutions has been approved for CARES Act Relief Funding through the State.  As we receive instructions for filing the reimbursement request, I’ll be sure to share with you.  Please note that these funds must be spent by December 30, 2020.

Following up on the Council of President videoconference call this morning, we have been engaged in ongoing discussions with Secretary of Budget Mike Mazzei concerning funding for higher education from Oklahoma’s Coronavirus Relief Fund under the CARES Act. Based on recommendations from Secretary Mazzei, the proposal that we submitted on behalf of the State System of Higher Education included one-time expenditures to address engineering, teacher shortages, nursing, adult degree completion, and microcredentials that would result in tangible outcomes by December 30, 2020.

At the same time, we have been in discussions with Representative Kyle Hilbert (R-Depew) concerning his support for higher education funding from the Coronavirus Relief Fund.

We were advised yesterday evening by Representative Hilbert that Secretary Mazzei approved his proposal for personal protective equipment (PPE) reimbursement to our public colleges, universities and constituent agencies from the Coronavirus Relief Fund.

The proposal provides a total of up to $5,000,000 to reimburse higher education institutions for COVID‐19 related costs, such as sanitization work, masks, gloves, face shields, and disposable gowns for students and faculty, as necessary to resume classes at Oklahoma.

Institutions will receive an initial base allotment of $50,000, with ½ of the remaining potential reimbursement based on the college or university’s percentage share of FY21 state appropriated funds and the remaining ½ potential reimbursement based on percentage share of Fall 2019 student headcount.

A copy of the potential reimbursement amounts to each institution has been attached for your review.

We are in the process of working with the Office of Management and Enterprise Services (OMES) to determine the process for reimbursement and will provide that information as soon as it is available.

Please join me in thanking Representative Hilbert for his advocacy and efforts to help secure additional funding for our colleges and universities. We also want to thank Governor Stitt and Secretary Mazzei for the approval of this funding.
