[D2l-alert] D2L appears to be down

[Frank Hedges]

D2L had addressed an issue on the App2 server last night.  I had put it
back in the load balancer this morning but it just failed again.  I have
taken it back out of the load balancer so access should be ok now.  Please
let me know if it is not.
