[MainstreetTowns] Update from NPS regarding tax credit applications

NPS update synopsis:

We're running about 2-3 days behind on inputting applications right now, and we expect this to continue for the next week or so. Again, please continue to use the project status look-up feature on the TPS website, which is being updated daily, and direct others to it.

Obviously, it's going to be a longer-term issue for the reviewers. While we should be able to get (mostly) back on track for Part 1s and 3s over the next few weeks, the reviews for Part 2s are going to be significantly delayed for some time for most reviewers. Right now, a few reviewers are at about 30 days, and the rest are generally at 60 days or more due to the shutdown. But as the new applications continue to come in, get logged in, and paid, the backlog is only going to grow, so it's going to get worse before it gets better, and it's likely going to take several months as we gradually chip away at the backlog to get back to more regular review times. Your assigned reviewer will be able to better keep you updated on the status of their reviews for your state.

On December 22, 2017, Public Law No: 115-97<https://www.congress.gov/bill/115th-congress/house-bill/1> (Pub. L. 115-97) was enacted to amend the Internal Revenue Code (IRC). Sec. 13402 of Pub. L. 115-97 modifies the 20% Historic Rehabilitation Tax Credit and repeals the 10% Rehabilitation Tax Credit for non-historic buildings, as well as provides transition rules for both credits. These and other changes to the IRC may affect a taxpayer's ability to use the 20% Historic Tax Credit. The text of Pub. L. 115-97 is available at www.congress.gov<http://www.congress.gov/>.

Applicants requesting historic preservation certifications by the National Park Service as well as others interested in the use of these tax credits are strongly advised to consult an accountant, tax attorney, or other professional tax adviser, legal counsel, or the Internal Revenue Service regarding the changes to the IRC related to Pub. L. 115-97.
