[Okgrants] 2 CFR 200.308(i)(2) Revision of Budget

Hello Fellow Grant People -
I have a question regarding the interpretation of 2 CFR 200.308(i)(2) on Revision of Budget, click here<https://www.ecfr.gov/current/title-2/part-200/section-200.308#p-200.308(i)(2)>, specifically the clause:
"The cumulative amount of a transfer exceeds or is expected to exceed 10 percent of the total budget, including cost share, as last approved by the Federal agency."
For a Department of Education multi-year award, how should we determine the "total budget" for purposes of calculating the 10 percent threshold?
For example, consider a 5-year grant with an authorized budget of $100,000 per year. We are currently in Year 2. Should the 10 percent limit be based on:

  *   The annual authorized amount ($100,000 x 10% = $10,000),
  *   The full 5-year authorized amount ($500,000 x 10% = $50,000), or
  *   The cumulative amount authorized to date (Years 1-2 = $200,000 x 10% = $20,000)?
I'd appreciate your insight on how your organizations interpret and applies this requirement.
