[Okgrants] 2 CFR 200.308(i)(2) Revision of Budget

We go by how the contract comes in. If they give the full amount up front
(like NSF and "some" Ed) then we go by the full amount awarded. If it is
like a TRIO and is just an annual amount, we go by that annual amount not
the total.
Does that make sense?
