Can anyone respond to Lydia about pre-paying for student travel instead of expecting reimbursement?

Does anyone have a process by which they can pay for some student conference travel costs ahead of time?  We pay on a reimbursement basis only after the travel has occurred and I have several students who are finding it hard to pay for registration and airfare ahead of time.  I am looking for examples of schools that do this to convince our controller that it can be done.
