OSU has a federally negotiated agreement for our fringe. It is negotiated on an annual basis. We use that rate on all proposals; if the rate changes between proposal and award, the rates in effect at the time of expenditure is what is expensed to the grant.  Some of our departments/colleges escalate that 3% each year to allow for increases; my division does not.

I would like to inquire about the fringe rate used at regional universities for externally funded programs.  I understand each university will have uniqueness as far as the amount but am trying to get a good base on the structure used to compute the fringe rate on external proposals.
