[S-SARA] The Department Releases Another Round of Higher Education Funding

The first round was distributed to colleges to disburse as direct aid to students. The second round was distributed to Governors to apportion as they see fit to institutions within their states or jurisdictions.

>From the Department's press release: "The CARES Act allows institutions to use up to one half of the total funds received to cover any costs associated with significant changes to the delivery of instruction due to the coronavirus." The total funding available is $6.2 Billion.

During a call organized by the Department and attended by Van Davis, examples for the use of funds include:

  *   Reimburse themselves for refunds already paid to students
  *   Provide additional emergency student aid
  *   Pay down student balances and/or create scholarships
  *   Pay online fees such as proctoring on behalf of students
  *   Pay OPM on a per student basis for making instruction available to students, but not for marketing/recruitment
