[Oacrao-l] First-Time Student and Transfer Student Definitions

Good afternoon, OACRAO members.

The Council on Instruction's (COI) Admission, Retention and Transfer (ART) Committee is currently considering several changes to the State Regents' Institutional Admission and Retention policy.  Among the changes being considered is to update the policy definitions of "First-Time Entering Student" and "Transfer Student" to more closely align with federal definitions, such as that of IPEDS.  The current OSRHE policy definitions are below.  The committee would appreciate your feedback on how these definitions could be updated to better reflect the data you are required to report and to mitigate any other issues that may be caused by the current definitions.  If you would like to offer feedback, please feel free to email it to me.

CURRENT OSRHE DEFINITIONS:


  *   "First-Time-Entering Student" is a student with six or fewer attempted credit hours, excluding developmental education or pre-college work and excluding credit hours accumulated by concurrently enrolled high school students.
  *   "Transfer Student" is any undergraduate student with greater than six attempted credit hours, excluding developmental education or pre-college work and excluding credit hours accumulated by concurrently enrolled high school students.
